A lot of those forms are signed under duress, were signed under the age of 18 and their mail is censored, sometimes wholly withheld, and not under the recipients control. He needs to know what is happening to mail in his district. If your mail has been opened, withheld, censored--that is ILLEGAL!! You can file a complaint here with the US Postal Inspectors.
